Skip prices get all the attention, but for most homes in West London the permit is the part that catches people out. Few terraces and flats have a drive, so the skip goes on the road, and every council charges for that differently. Some charge per fortnight, some per application, one per 28 days, and controlled parking zones can add more than the permit itself.
The table below is built from each council’s own published fees, checked on 2 October 2026. A note on who is writing this: Van Thats Quick does not hire skips. We are a man-and-van and rubbish removal crew based in Uxbridge, so we have an obvious interest in the comparison at the end, and we have tried to be straight about when a skip is the better buy.
Skip permit fees by council, 2026
These are the councils we work across, from our Uxbridge base out to Buckinghamshire, Hertfordshire and the Thames Valley. Fees are the council’s own figures; skip firms usually pass them on at cost or with a small admin charge.

Two things stand out. Buckinghamshire is the most expensive council here, more than three times Hertfordshire for the first fortnight, though its licence does run for 28 days. And Ealing’s controlled-zone surcharge takes a road permit from £128 to £296 before any skip has been delivered.
Like for like: a skip on the road for two weeks
Councils price permits over different periods, so here is what a typical two-week hire costs in permit fees alone, before any parking suspension:

If your project will run longer than a month, Buckinghamshire’s 28-day licence plus two £66.15 renewals starts to look reasonable. For a one-week clear-out, it is the dearest permit in the region by some distance.
When you need a skip permit, and who gets it
You need a permit whenever any part of the skip sits on the public highway, which includes the carriageway, the pavement, a grass verge and a parking bay. A skip that sits entirely on your own driveway or front garden needs no permit. If the drive is shared or belongs to someone else, get the owner’s permission instead.
In practice you do not apply yourself. Hillingdon says outright that responsibility rests “solely with the skip supply company”. Brent accepts applications only from skip companies. Slough, Hounslow, Buckinghamshire and Windsor and Maidenhead issue permits only to registered firms. The skip company applies, pays and adds the fee to your invoice. Slough points out that if you hire the skip, it is still your responsibility to make sure it has been authorised, and you can email its streetworks team to check.
Most councils also attach conditions to the permit: reflective markings and lamps at night, the owner’s name and phone number on the skip, and a maximum size, usually 5m by 2m. Some councils limit where a skip can go. Hillingdon names roads under 5m wide, spots within 15m of a junction, main A and B roads and high streets as problem sites. Hertfordshire normally allows skips only on the carriageway, not the pavement, and Hounslow bans them from footways and verges altogether.
The costs on top of the permit
The permit is rarely the only council cost. These are the ones that catch people out:

The lead time is often the real problem
If you are clearing a house for a sale completion or the end of a tenancy, a three-week permit wait can matter more than the fee. Ask the skip company when the permit will actually be granted, not just when the skip is available.
Skip with a permit, or a man and van?
A man-and-van collection never needs a permit, because the van only parks while the crew loads. Here is the honest comparison, using typical London skip prices from our skip hire cost guide and our own published prices:

On a one-off clear-out in Hillingdon, a 6-yard skip at the bottom of that range plus a £90 permit comes to about £340, and you still do all the loading. A quarter-van collection of roughly the same volume is £195, loaded for you. In Buckinghamshire the gap is wider, because the permit alone is £189.63.

When a skip genuinely is the better buy
We would rather you booked the right thing than the thing we sell. A skip is usually the better choice when:
- It can go on your own drive. With no permit and no suspension, a skip’s price is just the hire
- The job runs for weeks. A kitchen-and-bathroom renovation that produces waste every day suits a container you fill as you go
- It is mostly heavy rubble. Soil and hardcore hit weight limits before volume. Our largest rubbish loads are capped at about 1,000 kg, so a big landscaping dig can be cheaper in a skip, or in our builders’ waste service priced by weight
- You have the time and hands to load it yourself, and the price is what matters most
For everything else (a house clearance, a garage, a pile of furniture, an end-of-tenancy clear-out or a garden that has to be done by Friday) a collection is usually quicker, often cheaper once the permit is counted, and involves no council paperwork at all. Do I need a skip permit if the skip is on my driveway?
No. A permit (also called a skip licence) is only needed when the skip sits on the public highway: the road, pavement, verge or a parking bay. A skip entirely on your own drive or private land needs no council permit.
Who applies for the skip permit, me or the skip company?
Almost always the skip company. Hillingdon, Brent, Slough, Hounslow, Buckinghamshire and Windsor and Maidenhead all say permits are issued only to registered skip firms, who add the cost to your bill. You are still responsible for making sure the skip on your road is licensed.
How long does a skip permit take?
Allow at least a week. Hounslow Highways says up to 72 hours, Hillingdon 5 working days, Hertfordshire asks for 5 working days’ notice and says applications usually take about 3 weeks, Harrow allows up to 10 working days, and Windsor and Maidenhead wants 10 working days. A parking bay suspension can take longer: Brent asks for 21 days.
What happens if a skip is on the road without a permit?
The council can fine the skip owner, remove the skip and recharge the cost, or prosecute. Harrow charges double the normal fee for an unlicensed skip, Buckinghamshire charges £564.48 for a retrospective licence, and Windsor and Maidenhead issues a £650 fine for an unlicensed skip.
Do I also need a parking suspension for a skip?
If the skip goes in a parking bay or a controlled parking zone, usually yes, and it is a separate charge from the permit. Hounslow will not issue the permit until the bay suspension is confirmed, Buckinghamshire requires the suspension before the licence application, and Ealing adds a £168 controlled-zone fee to its £128 permit.
Is a man and van cheaper than a skip with a permit?
For one-off clear-outs it often is, because a van only parks while the crew loads, so there is no permit, no bay suspension and no lamps. A skip usually wins for long renovations that produce heavy rubble over several weeks, especially if it can sit on your own drive.
